\nWhat is Governance?
\n
\nThe United Nations Development Progr
 amme has said governance is "the exercise of economic\, political and admin
 istrative authority to manage a country’s affairs at all levels. It compr
 ises mechanisms\, processes and institutions through which citizens and gro
 ups articulate their interests\, exercise their legal rights\, meet their o
 bligations and mediate their differences" (Governance for Sustainable Human
  Development\, 1997).

\nIssues of governance—how collective dec
 isions are made\, interpreted\, implemented\, and challenged—will enable 
 or impede activities to increase resilience. Governance in the context of r
 esilience raises important questions:

\n	How are conflicts resolved?
\n	What creative s
 teps are communities taking and what barriers are they encountering? how ca
 n people change them?
\n	Could a less centralized governance system work be

 state”?
\n	How can governmental organizations be more effective?
