Dr. Chul Hyun Park is the Founder and President of the Global Institute for Multidisciplinary Evaluation and Research (GIMER), LLC. He has served as an Associate Professor at the University of Arkansas Clinton School of Public Service and will be joining the University of Maryland-Baltimore County School of Public Policy as an Associate Professor in Fall 2024.

Dr. Park has conducted numerous evaluation studies in various policy contexts, including social services, transportation, higher education, and e-government. He has served as a contracted evaluator for NSF ATE programs over the past five years. He also worked as an evaluator for a research project assessing travel training programs, which resulted in a peer-reviewed article titled "An Integrative Theory-Driven Framework for Evaluating Travel Training Programs," published in Evaluation and Program Planning.

He served on the Mid-term Evaluation Committee at the University of Arkansas Clinton School of Public Service, working to enhance the Executive Master of Public Service Program, an online degree program for mid-career professionals. Currently, he is conducting an impact evaluation on the Open Government Partnership, a global initiative aiming to make governments more effective, transparent, and accountable.

In addition, Dr. Park serves as the co-investigator for an evaluation of Centering Pregnancy at UAMS, a group prenatal care program aimed at reducing negative birth outcomes for low-income women. He teaches various research methodologies for policy analysis and program evaluation, including Field Research Methods, Data Analysis, and Program Evaluation at the graduate level.

Dr. Park holds a PhD in Public Administration and Policy from Arizona State University and a Master of Public Policy from Georgia State University.
