This 25-page report, provided by the Arab Academy for Science, Technology & Maritime Transport, describes the design and construction of the underwater remotely operated vehicle (ROV) created by the Eternal team for the Ranger Class of the 2023 MATE ROV competition. MATE ROV is a global competition that challenges STEM students to build underwater ROVs to complete challenges. The competition is split into the following classes based on build complexity: Explorer, Ranger, Pioneer, Navigator, and Scout.

The report begins with an abstract that introduces Eternal and their ROV. The design rationale section provides an overview of the design and construction of the team's ROV, highlighting the mechanical design, manufacturing process, mechanical components, propulsion, electrical system, software, payload and tools, and more. Next, the report covers testing techniques, troubleshooting, and aspects of safety (safety rationale, ROV safety features). Also discussed is scheduled project management, company organization, communication technologies management, decisions around building or buying parts, acknowledges, and references.
