This competency model for Renewable Energy was developed by the Employment and Training Administration (ETA) in partnership with the Department of Energy, Office of Energy Efficiency and Renewable Energy (EERE), the National Renewable Energy Laboratories (NREL), and several industry associations, including California Regional Consortium for Engineering Advances in Technological Education (CREATE). The pyramid model includes six layers of competencies: Personal Effectiveness, Academic, Workplace, Industry-Wide Technical, Industry-Sector Technical, and Management and Occupation-Specific. Each layer includes several competencies, and viewers can find additional information on that competency standard by clicking on the icon.

The framework "supports workforce preparation for jobs in energy technologies that strengthen the economy, protect the environment, and diversify the U.S. energy system" and is designed to evolve along with changing skill requirements.
