This competency model for Information Technology was developed by the Employment and Training Administration (ETA) in partnership with the Office of Disability Employment Policy (ODEP), and several industry experts, including the National Convergence Technology Center (CTC). The pyramid model includes six layers of competencies: Personal Effectiveness, Academic, Workplace, Industry-Wide Technical, Industry-Sector Technical, and Management and Occupation-Specific. Each layer includes several competencies, and viewers can find additional information on that competency standard by clicking on the icon.

The model is "a compilation of competencies that can be included as a basis for preparation in an IT occupation," but it is not intended that IT workers posses every competency listed. The model is designed to evolve along with changing skill requirements.
