This 17-page report, published by the University of Sheffield, describes the design and construction of an underwater remotely operated vehicle (ROV). This report was created by Avalon Underwater Robotics, a student group that participated in the 2021 MATE ROV competitions Explorer class. MATE ROV is a global underwater robotics competition for STEM students. The competition includes Explorer, Ranger, Navigator, and Scout classes.

In the report, the design rationale is presented, which includes information on the ROV's mechanical system, electrical system, surface control station, and mission tool design. The report then considers the team's organization, budgeting, and costs. Acknowledgements and an appendix are also provided.
